特定のセキュリティ関連の TCP 実装問題については、ワーキンググループが別のドキュメントで資料化を続行することを決定したので、このメモでは全く論じていない。しかし、ここで論じられている実装問題の幾つかは、サービス拒否攻撃で使用される可能性がある。輻輳制御として分類されている問題は、正しいデータ転送で使用される TCP に、ネットワーク要素を過度にロードさせて落とす機会を与える。"パフォーマンス"、"信頼性"、"資源管理" として分類されている問題は、TCP のユーザに対して不正なサービス拒否攻撃を浴びせることに利用されるかもしれないこれらの両方のタイプは、多くの点で正しいネットワークトラフィックと同じように見えるため、検出することが極めて困難である。
